CITY COUNCIL MINUTES

JANUARY 7, 2009

 

The Council of the City of Fulton, Missouri, met in special meeting at 5:30 p.m. on Wednesday, January 7, 2009 in the Council Chambers of City Hall, 18 E. 4th Street.  Present and presiding were Charles M. Latham, Mayor; William R. Johnson, Director of Administration; and Carolyn L. Laswell, City Clerk. The meeting was called to order by Mayor Latham at 5:30 p.m. and the City Clerk did the Reading of Call.  On roll call the members of the Council present were Benton, Bill, Digh, Gohring, Harris, Moore, Pautz, and West; Roger Lee Elliott; Robert Schaefer; Linda Schaefer; Betty Ausfahl; Robin L. Schaefer; Lee Fritz; Amanda Harris; Terry White; David C. White; Doris Klosterman; Karen Mertens; Arlene Jackson; Gail Evans; William Laswell; Bonnie McVeigh; Frances McVeigh; Vicki Roe; Dan Roe; Larry Dungan;Judy Dungan; Dana Dungan; Doc Kritzer; Linda Logan; and Matt Harline. 

 

ORDINANCE:

 

Mayor Latham said the landfill issue was a discontent in the community long enough and he wanted to see it settled before any more time elapses.  He asked for Bill No. 1259 be taken off the table at this time.

 

Motion was offered by Councilman Pautz and seconded by Councilwoman Gohring to remove Bill No. 1259 from the table at this special council meeting.  Motion carried with all eight members of the council voting in favor.

 

Bill No. 1259 was presented for third reading by Councilman Bill.

 

     Bill No. 1259 - An Ordinance authorizing the Mayor, on behalf of the City of Fulton, to enter into an Agreement with Allied, Phoenix, AZ., for the closure of the landfill and for the city's long term disposal needs; AND to execute an Option Agreement to Purchase Real Estate between the City of Fulton and Allied, Phoenix, AZ., for approximately 160 Acres located in Callaway County, in the sum of $960,000.00.

 

Motion was offered by Councilman Bill and seconded by Councilman West to place Bill No. 1259 for final passage at this council meeting.  Motion carried with all eight members of the council voting in favor.

 

Roll call vote of members of the council were as follows:  Bill, No; Digh, No; Gohring, No; Harris, No; Moore, No; Pautz, No; West, No; and Benton, No.  Bill No. 1259 having received the negative vote of all eight members of the council, was declared FAILED by the President of the council.

 

ADJOURNMENT:

 

Since this was a special council meeting, no further business could come before the council, motion was offered by Councilman West and seconded by Councilman Pautz that the meeting adjourn.  Motion carried with all eight members of the council voting in favor, and the meeting adjourned at 5:35 p.m.
