CITY COUNCIL MINUTES

DECEMBER 14, 2006

 

 

The Council of the City of Fulton, Missouri, met in special  session at 5:00 p.m. on Thursday, December 14, 2006 in the Council Chambers located in City Hall, 18 E. 4th Street, Fulton, Missouri.Present and presiding were Robert W. Craghead, Mayor; William R. Johnson, Director of Administration; Carolyn L. Laswell, City Clerk; and Steve Myers, Chief of Police. The meeting was called to order by Mayor Craghead at 5:00 p.m. On roll call the members of the Council present were Benton, Bill, Gohring, Harris, Moore and Pautz. Absent were councilmembers Barbara Chailland and James McCall. Also present were Les Hudson, Code Enforcement; Dean Buffington, Fire Chief; Bruce Williams; J.H. Ware; Sally Williams; Bill Laswell; Dan Wilhelen; Katherine Cummins; Andre Cook; Roger Rice; Rich McKee; Sue Schramm; Devin Coffelt; and Oliver Williams.

 

The City Clerk read the Reading of Call.

 

Councilwoman Chailland arrived at 5:03 p.m. and Councilman McCall arrived at 5:04 p.m.

 

NEW BUSINESS:

 

a)   Discussion on a possible City of Fulton Business License Revocation.

 

Steve Myers, Chief of Police, went over the information contained in the council packet.

 

Councilman McCall asked if the city attorney had been contacted for his opinion and Bill Johnson, Director of Administration, said he had spoken with Tom Riley.

 

Mr. Johnson said this meeting was called to obtain an emergency order for health and safety issues and schedule a Public Hearing on December 19th at 6:30 p.m.

 

Mr. Finney has spoken with Chief Myers and said he would voluntarily submit his business license on Friday (tomorrow) and if this happens, the public hearing would be canceled for Tuesday evening.

 

Dean Buffington, Fire Chief, said Mr. Finney had been given fire inspection violations and was also given two - three weeks to comply.

 

Councilman Benton said the building has an occupancy of fifty and it is a known fact that there has been over fifty people in that building.

 

After much discussion, motion was offered by Councilman Moore and seconded by Councilman Pautz to proceed with the emergency revocation of the business license issued to Finney 4 Enterprises, d/b/a The House, per the Fulton City Code Sec. 22-35 (1) and (6); and to schedule a Public Hearing on Tuesday, December 19, 2006 at 6:30 p.m. in the council chambers.  Motion carried with all eight members of the council voting in favor.

 

ADJOURNMENT:

 

Since this was a special council meeting and no further business could come before the council, motion was offered by Councilman McCall and seconded by Councilwoman Chailland that the meeting adjourn.  Motion carried with all eight members of the council present voting in favor and the meeting adjourned at 5:16 p.m.
